MINISTER DONCHEV: DURING THE NEXT PROGRAMMING PERIOD BULGARIA CAN COUNT ON RECEIVING 10-15% MORE EUROPEAN FUNDS
Bulgaria can count on receiving 10-15% more European funds during the next programming period. This is what the Minister of EU Funds Management Tomislav Donchev stated during the discussion "Horizon 2020 - presentation of the essential points in planning the next programming period" organized by the District Information Point in Varna. It was attended by the Mayor of Varna - Kiril Yordanov, governor Dancho Simeonov, mayors and representatives of Varna District municipalities, deputies, representatives of intermediary units under operational programmes, the media.
From the improvised "sea of current European possibilities", Minister Tomislav Donchev drew out the procedure "Support for the Research and Development Activity of Bulgarian Companies" under Operational Programme "Development of the Competitiveness of the Bulgarian Economy". The Mayor of Varna Kiril Yordanov drew out "Energy Renovation of Bulgarian Homes", and the governor drew out "Euro Possibility" - procedure "Educational Integration of Children and Pupils from Ethnic Minorities".
Since the beginning of this year, the District Information Point has informed more than 450 potential beneficiaries from Varna and Varna District about the opportunities for European Programmes Funding. 56 people from Varna have visited the office to inquire as to how they could apply for European funds. The visitors were mainly interested in energy renovation of multi-family buildings under the Regional Development Operational Programme, as well as in business projects, cultural and sports activities.
Since July 5th this year, the DIP has been located on No. 2 Sv. Sv. Kiril i Metodiy Square /Kozirkata/.
The District Information Point in Varna is a part of the network of 27 District Information Points in the country. They were established under Technical Assistance Operational Programme and provide information on the possibilities for European funding from the European Union's Structural and Cohesion Funds.
Minister Donchev assured the audience that it is planned for the DIPs to be functioning at least until 2020, which will help the country start utilizing the European funds during the next programming period. I expect that the DIP's professional team will have the motto "If you can't come to us, we will come to you", the minister further stated.
THE PRESIDENT OPENED HIS FIRST MOBILE RECEPTION HALL FOR CITIZENS AT THE DISTRICT INFORMATION POINT IN VARNA
The President Rosen Plevneliev opened his first mobile reception hall for citizens in the District Information Point in Varna (DIP - Varna). In three days, from July 10th to July 12th this year, more than 80 citizens visited the DIP in order to lodge complaints and file claims to the presidency. During the last day of the initiative, the head of state visited the District Information Point in Varna in order to personally meet the citizens in his mobile reception-hall. He was welcomed by the Manager of DIP Victoria Nikolova.
The District Information Point is a part of the network of 27 DIPs intended to promote EU Cohesion Policy in Bulgaria and the possibilities for European Funding. The DIP was established under a project of the Technical Assistance Operational Programme, co-financed by the European Union under the European Regional Development Fund. DIP - Varna is already entirely equipped and operates at No. 2 Sv. Sv. Kiril i Metodiy Square (Kozirkata).
THE DISTRICT INFORMATION POINT GATHERED MUNICIPALITIES FROM VARNA DISTRICT AT A MEETING FOR THE PRESENTATION OF CURRENT MEASURES UNDER THE RURAL DEVELOPMENT PROGRAMME
On June 22nd, 2012 an information meeting for the presentation of 4 current measures under the Rural Development Programme was held in the building of Varna Municipality on the initiative of the District Information Point. It was attended by more than 20 representatives of 8 municipalities from the district interested in applying for the programme. Those included deputy mayors and municipal directorates' managers responsible for EU projects management. The meeting was opened by the manager of the District Information Point Victoria Nikolova. She announced that the DIP was planning to hold information days and campaigns in all municipalities of the district in order to present the possibilities for European funding and for open calls for proposals under the operational programmes.
The manager of department "Applying support schemes and measures" at the Varna Directorate of State Fund Agriculture Tatyana Kutashka presented 4 current measures one can apply for or for which one can start applying withinvery few days. Varna District municipalities were mostly interested in the possibility to implement projects and perform actions to renovate the urban environment under measure 322 Renovation and Development of Residential Areas and Measure 321 Main Services for the Population and Economy in Rural Regions. Tatyana Kutashka also clarified the eligible activities under Measure 313 Encouraging Tourist Activities and Measure 114 Utilization of Consultant Services by Farmers and Forest Owners. The experts from Agriculture Fund also presented the funds for beekepers who will submit their applications from June 25th until July 6th, 2012. The people attending were able to ask questions and to obtain answers from Tatyana Kutashka and Hristo Zhechev, chief expert at State Fund Agriculture - Regional Paying Agency.
VARNA MUNICIPALITY AND THE DISTRICT INFORMATION POINT - HOSTS TO THE INFORMATION MEETING UNDER ENERGY RENOVATION OF BULGARIAN HOMES PROJECT
The Minister of Regional Development and Public Works Lilyana Pavlova presented the possibilities for sanitation of residential buildings with European Funds to nearly 200 people from Varna, housekeepers, business and administration representatives. She presented the Energy Renovation of Bulgarian Homes Project funded under scheme BG161PO001/1.2-01/2011 Support for Energy Efficiency in Multi-Family buildings under Regional Development Operational Programme. The meeting was organized by the Ministry of Regional Development, Varna Municipality and the District Information Point (DIP - Varna).
The citizens interested in the possibilities given by this project can ask the District Information Point and the coordinators at the regional administrations for clarification, Varna Municipality coordinator Desislava Tsvetanova specified. It is planned for the DIP to hold a series of information meetings around Varna District in order to familiarize the people on the spot with the main points, requirements and steps of applying for Energy Renovation of Bulgarian homes, announced Mrs. Desislava Yordanova, head of Residential Policy Directorate at the Regional Ministry.
The buildings renovated under Energy Renovation of Bulgarian Homes Project will achieve 68% savings from the bills for heating and maintenance, Minister Pavlova assured the people attending the meeting. It was also attended by the Head of the Managing Authority of Regional Development Operational Programme Denitsa Nikolova and the mayor Kiril Yordanov. He expressed the intention of the Municipality, according to the Municipal Council's decision, to relieve the renovated building owners from taxes for the buildings as well from paying administrative taxes for issuing the necessary documents.
WITH THE INITIATIVE "TOGETHER WE CREATE: EUROPE FOR THE YOUNG PEOPLE" THE DISTRICT INFORMATION POINT IN VARNA STARTED ITS ACTIVITIES FOR THE PROMOTION OF EUROPEAN FUNDS
On the occasion of Europe Day the team of the newly-created District Information Point in Varna (DIP - Varna) presented to pupils some of the European and regional programmes aimed at young people. Within the initiative "Together we create: Europe for the Young People", on May 8th and 9th the DIP's team met pupils from the First Language High School and from Georgi Rakovski High School of Commerce. This is the first initiative that the District Information Point in Varna has undertaken in order to promote the possibilities for European funding. Nearly 90 pupils from the eleventh and the ninth grade took part in the campaign. DIP's manager Victoria Nikolova acquainted them with the possibilities for European funding for youth projects, participation in competitions and volunteer programmes. The adolescents also learned how they could obtain scholarships from the European Social Funds when they become students. Experts from the Municipal Culture department told them about Varna's application to become a European Capital of Culture. In the summer, young people have the opportunity to work as volunteers at non-governmental organizations and institutions, explained Elza Haralampieva from the Youth Volunteer Service at Varna Municipality at the meeting in the High School of Commerce. DIP's manager invited those young people interested in the European subject to work as volunteers at the District Information Point.
In the evening the DIP presented the European possibilities for funding youth projects also during the Information Campaign "Varna - Applicant for European Capital of Culture. It was organized by the Municipal Department of Culture and Spiritual Development during Europe Day at the entrance of the Sea Garden.

JOINT INITIATIVE OF VARNA MUNICIPALITY AND THE DISTRICT INFORMATION POINT INTRODUCED THE PROJECT FOR RESIDENTIAL BUILDINGS RENOVATION TO THE REGIONAL ADMINISTRATION
Representatives of Varna Municipality and of the District Information Point (DIP - Varna), under a joint initiative held on 03.05.2012 presented the main points of the application process for the renovation of multi-family residential buildings under the Ministry of Regional Development and Public Work's Energy Renovation of Bulgarian Homes Project. It is implemented under the scheme "Support for Energy Efficiency in Multi-family Residential Buildings" under Regional Development Operational Programme. The meeting was attended by the project coordinators from the five regional administrations in the city and in Varna municipality. The specific application requirements for the programme were presented by the project's coordinator in Varna Municipality, Desislava Tsvetanova. In case the regional administrations are interested, the District Information Point will organize regular information meetings for the citizens of those regions who are interested in renovating their blocks of flats under the project, announced DIP - Varna's manager Victoria Nikolova. Mihail Ivanov from the District Information Point explained the application conditions of the Residential Renovation Fund which has a resource of BGN 13 mln. to give out low-interest loans. With those preferential credits the citizens can cover 50% of the renovation expenses required in the form of co-funding by the apartment owners.

ON THE OCCASION OF EUROPE DAY THE DISTRICT INFORMATION POINT WILL PRESENT TO PUPILS THE POSSIBILITIES TO PARTICIPATE IN EUROPE FUNDED PROJECTS
The newly-established District Information Point in Varna (DIP - Varna) has launched its first campaign for the promotion of the possibilities of European funding. On the occasion of Europe Day, the center's team will inform pupils graduating in Varna about the European and Regional Programmes aimed at young people. The initiative "Together We Create: Europe for the Young People" will help familiarize the adolescents with the possibilities for European funding of youth projects, participation in competitions and volunteering programmes.
