DIP BLAGOEVGRAD TO CLARIFY A NEW PROCEDURE REGARDING BUSINESS UNDER COMPETITIVENESS OPERATIONAL PROGRAMME
On 28.06.2012 the Managing Authority of the Operational Programme "Development of the Competitiveness of the Bulgarian Economy" 2007-2013 announced the programme, which had been long-awaited by the business, namely "Energy Efficiency and Green Economy". The programme is a joint initiative of the Ministry of Economy, Energy and Tourism, and the European Bank for Reconstruction and Development. It is innovative and brings together a grant scheme funded by EU Structural and Cohesion Funds' resources, and loan funding by the commercial banks under the same process. Its main purpose is to promote sustainable energy solutions for small and medium companies. They can obtain up to 50% of grant for the implementation of projects regarding energy efficiency and renewable energy resources, with the maximum amount for which they can apply being BGN 2,000,000.
Some of the most common feasible projects under this programme are:
- Purchase of a new effective gas-fired boiler to replace the old coal-fired one;
- Switching from the use of an old ventilation system lacking a control system, to a modern system equipped with frequency-controlled fan;
- New production equipment to reduce energy intensity;
- Boilers to meet personal heating and steam needs, etc.

START OF THE APPLICATION PROCESS FOR PROJECT "ENERGY RENOVATION OF BULGARIAN HOMES"
July 2nd, 2012 is the start date of the application process for BG161PO001-1.2-01-0001 "Energy Renovation of Bulgarian Homes" under Regional Development Operational Programme 2007-2012 aimed at the implementation of energy efficiency measures.
The project includes 36 towns (incl. Blagoevgrad, Gotse Delchev and Petrich) and has a duration of three years (2012 - 2015).
Financial support to implement energy efficiency measures will be provided to owners' associations registered under the Condominium Management Act at the respective municipal administration and in the BULSTAT registry.
For every approved building its owners will obtain financial support amounting up to 50% of the budget amount for the renovation of the respective building.
The operational programme will entirely cover the survey expenses to identify the building's technical characteristics, including issuing of a technical passport and surveying energy efficiency, as well as the costs for the project managers. Should there be no resources for the implementation of the project, a special Residential Renovation Fund shall provide loans/bank guarantees.
In order to provide clarification for current issues and for the necessary steps that the owners need to take when applying for energy efficiency renovation and multi-family buildings, Blagoevgrad Municipality officials will meet potential applicants every Wednesday between 16:00 and 17:30 o'clock. The project applicants can submit their applications to Boryana Yordanova - senior registry specialist at Blagoevgrad Municipality.

In addition, on July 17th (Tuesday), starting at 10:00 at the District Information Point - Blagoevgrad, a special information meeting will be held too, where all the steps and necessary documents for applying for the project will be discussed.

DIP - BLAGOEVGRAD FIRST INFORMATION EVENT FILLED HALL 101 IN THE BUILDING OF BLAGOEVGRAD MUNICIPALITY
On 08.06.2012, in Hall 101 in Blagoevgrad Municipality, District Information Point - Blagoevgrad held its first information meeting with representatives of the regional administration, the 14 Municipalities falling within Blagoevgrad District, central administration territorial structures and the media. The topic of the meeting was "Representing DIP - Blagoevgrad and its role in the process of managing the European Union's Structural and Cohesion Funds resources within this district". The event was opened by Blagoevgrad Municipality's Deputy Mayor, Mr. Stoyan Blagoev, who welcomed the people present and emphasized the significance of the District Information Point - Blagoevgrad to the improved utilization of European Funds in that district.
Mr. Kostadin Georgiev - Head of Sustainable Development and EU Integration Department at Blagoevgrad Municipality presented the main characteristics of the project "Construction and Operation of a District Information Point in Blagoevgrad", as well as the DIP's staff.
"Informing everybody interested in EU's Cohesion Policy, in the possibilities to apply under the Operational Programmes co-financed by the EU Structural and the Cohesion Fund (SCF); in the collection and promotion of local good practices - all of these will be part of the services provided by DIP - Blagoevgrad", the attending people were assured by Mrs. Temenuzhka Stambolieva, DIP's Manager. "Our center is a part of a network covering the whole country - the network of 27 District Information Points (DIPs) plus one central unit - the Central Information and Coordination Office (CICO)" - the DIP's manager further explained. "Our goal is to provide full access to information to all the groups of beneficiaries - Municipalities, Administrative Regional Structures, NGOs, business, citizens, schools and community centers" - this was one of Mrs. Stambolieva's focus points at the exhibition.
The meeting continued with the presentation of Mrs. Yanislava Vangelova - Information Services expert at DIP - Blagoevgrad, who familiarized in detail the attending people with statistical information about the degree of the contracted resources within the frameworks of Operational programmes for Blagoevgrad district. Currently the South-western region, having more than 41% in the amount of more than BGN 4 bln., comes first in terms of contracted resources compared to the rest of the planning regions. There are 194 projects in Blagoevgrad District, which makes it second after Sofia city, and Blagoevgrad Municipality comes first in terms of the value of actually paid resources in the amount of more than BGN 25 mln. This information was obtained from the Information system for managing and monitoring EU structural instruments in Bulgaria, valid as of 16.05.2012" - the expert from DIP - Blagoevgrad shared with those attending.

DISTRICT INFORMATION POINT - BLAGOEVGRAD ORGANIZED ITS FIRST INFORMATION MEETING
On 08.06.2012 (friday), at 11:00 a.m. District Information Point - Blagoevgrad will be presented in Conference room 101, as well as its role in helping with the process of utilization of the resources from the European Union' s Structural and the Cohesion funds in the region.
The official representatives of the district administration, of the 14 municipalities in Blagoevgrad region, of the central administration's territorial divisions, and the media are invited.
The participants will meet the staff, familiarize themselves with the main tasks for the DIP to execute, the types of services to be provided and the activities planned for the framework of the project. Also the current situation in Blagoevgrad District will be presented, concerning the implementation of the Operational Programmes - number of projects, status of the contracts and resources actually paid.

DEPUTY MINISTER NANKOV PERSONALLY PRESENTED THE NEW ENERGY RENOVATION OF BULGARIAN HOMES PROJECT
Only one day before May 9th - Europe Day, the Deputy Minister of the Ministry of Regional Development and Public Works, Mr. Nikolay Nankov, presented the new Energy Renovation of Bulgarian Homes project in Blagoevgrad. The host of the event - the Mayor of Blagoevgrad Municipality - Mr. Atanas Kambitov stated at the square in front of 22 Septemvri Hall, that he and his team will provide the necessary field employees and material resources for the citizens of Blagoevgrad to be as well informed as possible about the conditions and options to apply under scheme BG161PO001/1.2-01/2011 Support for Energy Efficiency in Multy-Family Buildings.
180 residential buildings in 36 specially selected towns in Bulgaria will be entirely renewed in terms of energy. For Blagoevgrad Region, the towns included in this scheme, are Blagoevgrad, Gotse Delchev and Petrich.
District Information Point - Blagoevgrad staff, who attended the project presentation, will include a special presentation in their program for the information days in the three selected towns, concerning the main points, requirements and steps in the Energy Renovation of Bulgaria Homes project application process. We hope that in this way the necessary information will be available to a larger number of citizens in the towns specified.
DIP - Blagoevgrad will also provide all interested parties - citizens, administration representatives, business or non-governmental sector - with information on the spot regarding the current procedure and all those currently open ones under the Operational Programmes.
