The President of the Swiss Confederation, Mrs. Doris Leuthard, Federal Councillor, Mrs. Micheline Calmy-Rey and the Bulgarian Minister for EU Funds Management Mr. Tomislav Donchev signed the Bilateral Framework Agreement between Bulgaria and Switzerland on 7-th of September 2010.
Through the enlargement contribution, Switzerland helps reduce economic and social disparities in the enlarged EU. Since 2007, Switzerland has contributed CHF 1 billion to projects and programmes in the ten states that joined the EU in May 2004. Bulgaria and Romania, which joined in 2007, will be supported with an additional CHF 257 million.
Тhe Swiss contribution to Bulgaria amounting to CHF 76 million will be realized trought of projects and programs.They will be managed by the Swiss party. The bilateral Framework Agreement stipulate the principles of the cooperation and define the concrete topics and processes. Switzerland will give support in areas where Bulgaria have claimed great need for catching up, and in which Switzerland can offer know-how and expertise. The areas cover topics such as security and reforms, support of the civil society, integrating minorities, environment and infrastructure, promotion of the private sector, research and education as well as supporting institutional partnerships.

DIRECT INVITATION FOR SUBMISSION OF PROJECT OUTLINE IS ANNOUNCED
IN THEMATIC AREA "PROMOTION OF THE PRIVATE SECTOR"
OF THE BULGARIAN-SWISS COOPERATION PROGRAMME
The National Coordination Unit announces Direct Invitation for submission of Project Outline in "Private sector" thematic area to the Executive Agency Public Procurement Agency through the Intermediate Body (IB) - "Programs and Projects" Directorate within the Bulgarian Small and Medium Enterprises Promotion Agency.
The direct invitation is in the focus area "Improvement of the regulation of the financial sector and strengthening of financial markets and institutions" in order to create conditions for realizing a coherent policy on the award of "green procurement".
The total budget for this focus area is up to CHF 1.5 million Swiss Contribution and 15% national co-financing.
THE NATIONAL COORDINATION UNIT EXTENDED THE DEADLINE FOR SUBMISSION PROJECT OUTLINE UNDER THE THEMATIC AREA "PROMOTION OF THE PRIVATE SECTOR"ОF THE BULGARIAN-SWISS COOPERATION PROGRAMME
Based on the proposal of the Bulgarian Small and Medium Enterprises Promotion Agency (BSMEPA), the Head of the National Coordination Unit (NCU) extended the deadline of the announced direct invitation to the Executive Agency for Bulgarian-Swiss Cooperation Program - "Development and internationalization of SMEs" Directorate in BSMEPA for submission of project outline under the thematic area "Promotion of the private sector" of the Bulgarian-Swiss Cooperation Programme.
The project outline should be submitted from Executive Agency in one original and two copies in Bulgarian language and English language until 14.09.2012 in the Intermediate body (IB) of the Bulgarian-Swiss Cooperation Programme - Programs and Projects Directorate in BSMEPA, address: 2-4 Lege Str., 1000 Sofia, Bulgaria. The set of documents should also be submitted in an electronic format.
The project outline and the prepared report by the IB and the results of its evaluation should be sent to the NCU until 21.09.2012, address - Council of Ministers of the Republic of Bulgaria, 1 Dondukov Blvd. 1594 Sofia.
DIRECT CALL FOR PROJECT OUTLINES IS ANNOUNCED UNDER THE BULGARIAN-SWISS COOPERATION PROGRAMME IN THEMATIC AREA "ENVIRONMENT AND INFRASTRUCTURE"
Based on decision 3 of the written procedure held in the period 30.11.2011 - 09.12.2011 of the Monitoring Committee (MC) of the Bulgarian-Swiss Cooperation Programme, the National Coordination Unit (NCU) announces Direct Call for Project Outlines in thematic area "Environment and Infrastructure" to the Executive Agency (EA) "Enterpise for Management of Environmental Protection Activities" (EMEPA) through the Intermediate Body (IB) - "European and International Projects " in the Ministry of Environment and Water (MoEW).
The approach adopted by the MC for projects in thematic area "Environment and Infrastructure" is to make the project identification and management to be carried out by public institutions involved in the implementation of the state policy in the relevant area, in order to:
Assure the pre-financing of the project activities following the provisions of the Framework Agreement of the Bulgarian-Swiss Cooperation Programme, Annex 3, Point 3. Payment and reimbursement procedure;
Assure that the Projects are coming from approved programmes (national/sectoral) or strategies;
Assure an option for selection from already identified projects in pre-accession programmes or EU Operational Programmes for the programming period 2007-2013, which have not received funding due to objective factors, but still meeting the criteria and requirements of the Bulgarian-Swiss Cooperation Programme.
The Direct Call for Project Outlines is in focus area "Rehabilitation and modernization of basic infrastructure and improvement of the environment" with priority aim "To enhance public infrastructure in order to increase the living standards and stimulate the economic development".
The available financial resources for thematic area "Environment and Infrastructure" are 27, 4 millions CHF Swiss Contribution and 15% National Co-financing.
The final decision on the submitted Project Outlines (including, if applicable, a decision on the request for financial support from Project Preparation Facility for the preparation of the Final Project Proposal) will be taken by the Federal Department of Economic Affairs of Switzerland, acting through the State Secretariat for Economic Affairs (SECO), after their approval by the Monitoring Committee of the Bulgarian-Swiss Cooperation Programme.
