On 11 July 2013 the Kyustendil Regional Information Centre held an information meeting in Dupnitsa, where it presented to
stakeholder representatives of the business community up-to-date information on Operational Programme Development of the Competitiveness of the
Bulgarian Economy 2007-2013.
The participants in the meeting demonstrated
pronounced interest in the presentation of the options and changes in the application
conditions for the Energy Efficiency and Green Economy procedure for project selection, which is financed under Operational Programme Development of the Competitiveness of the Bulgarian Economy
2007-2013. The presented new conditions
for preparing project proposals for grant financing under Procedure BG161PO003-2.3.02 Energy Efficiency and Green Economy included the introduction of simplified conditions for contractor selection under
the procedure and an increase in the rate of advance payments from the grant awarded to the
respective project. The participants in the meeting learned
about the new Council of Ministers Decree No 69 of 11 March 2013 and the steps for identifying
a contractor in compliance with it.
The interest of the participants in the meeting was also aroused by the presentation on the common mistakes and
difficulties in the preparation and implementation of projects under Operational Programme Development of the Competitiveness of the
Bulgarian Economy 2007-2013. The quoted examples included the absence of clear and specific justification and analysis of the need for the
project activities; inaccurately completed indicators; inaccurately completed budget and planning of unrealistic
periods for the implementation of the activities in their implementation
An announcement was made during the information event to the effect that a call for
proposals was upcoming under the Technology upgrade in small and medium-sized
enterprises procedure of OP Competitiveness.
Good practices derived from projects performed by the business
under operational programmes were also presented at the meeting. The team of Kyustendil Regional Information Centre informed the attendees that as
part of its activities the Centre was collecting and promoting good practices identified in projects implemented in the District of Kyustendil under operational programmes co-funded from the EU Structural and Cohesion Funds.
