In the period 11-15 March 2013. fourteen employees from the Razgrad Provincial Administration, beneficiary under the project „European lessons" financed from the Administrative Capacity Operational Programme visited the town of Ancona, Marche Region in Italy. The group from Razgrad, together with 15 employees from the administrative centre of Marche (partner under projects), conducted a "Meeting for partner exchange" as part of the project activities foreseen to be carried out.
The subject of thus study visit was getting to know and follow-up discussion of good practices in Italy in the application of the principle of gender equality in the public administrations, inclusion of people with disabilities and of people in unequal position.
It is a proved fact that the administration in Ancona has achieved a significant progress in this respect. Successful practices are in place in terms of quality management and development of human resources, selection and motivation of employees, non-discrimination at workplaces.
The guests presented the models for development and Human Resources Management as applied in Bulgaria. A study was made of the legal conscience of civil servants by the partner administration, through a survey, which is a component of the analysis of Bulgarian employees' legal conscience in comparison with that of the partners, prepared under projects comparative.
At the partner meeting in Italy resulted in a broad exchange of information and good practices. Some specific measures were mentioned to be included in the Provincial Human Resources Development Strategy of The Razgrad Provincial Administration, which is expected to be drafted.
