The Centre is to be established within the framework of project "Setting up of partner cross-border network from Centres for equality of people with disabilities" under the Programme for Cross-Border Collaboration "Romania-Bulgaria" 2007-2013.
Here are the partners to the project: Regional Work Club "Initiatives and partnerships for people with disabilities" (Northwest Planning Region), Union of Disabled People in Bulgaria and the Daiven Association from the town of Calafat (Romania).
Similar centres will also be established in the cities of Ruse, Vidin, Calafat, Giurgiu and Câlâraş. The idea is that they to should be opened at appropriate location where from the target groups might receive consultant's and expert's assistance from the regional specialists, who are also supposed to be moderators between the providers of social services and the users themselves.
The value of the project on setting up of cross-border network comes to 217 000 euros, and the period of implementation will be 12 months covering 90 persons with disabilities (15 people each from towns hosting the centres). Following the implementation of projects the six centres will join the information system of the Agency for People with Disabilities.
Within the framework of the project, Razgrad hosted a round table where the topic was "Introduction of 3D European values: Democracy, Debates and Discussion". Those present who are representatives of the Agency for People with Disabilities and the Union of Disabled People in Bulgaria, of non-government organisations for people with disabilities and of institutions from the Municipality and the Province, shared their problems and discussed opportunities for their overcoming.
It became clear that the difficulties faced by the people in unequal position are the same from both sides of the Danube. The main and most serious problem is the lack of employment for more than 80% of these persons. Another shortcoming is that children with disabilities are never sufficiently early guided to appropriate occupations and, therefore, lose the chance of self-fulfilment on the labour market. The access to public buildings is also hard for the persons in this group.
